Welcome to our services page. Our department is tasked with two main functions, as an Animal Control department, we are tasked with enforcing ordinances concerning the keeping of animals within West Baton Rouge Parish. As a shelter, we are tasked with doing everything we can to find positive outcomes for the neglected, unclaimed, abused, and abandoned animals in our care. In response to calls and complaints, WBRP Animal Control, through its officers, is tasked with capturing and impounding stray or feral cats, dogs, and livestock within the parish. Our animal control officers have many humane methods at their disposal for collecting these stray or feral animals. These methods include the use of tools such as catch poles, cat traps, dog traps, and cat graspers. All of our officers receive proper training in the use of these tools for safe and humane animal capture.
Captured animals are impounded and brought to the animal control center. Upon arriving, the animals go through an intake procedure that assigns them a unique ID number and they are placed on a hold period to give their owners a chance to redeem them. WBRP Animal Shelter & Control is tasked with responding to animal-related emergency situations such as aggressive animals, bite cases, loose animals or livestock on roadways, threats to public safety from rabid animals, animals in distress, and vehicular accidents involving animals. We are also tasked with responding to incidents involving animals before and after natural disasters such as tropical storms, flooding events, and hurricanes. WBRPASC also assists WBRP Parks & Recreation in the event that they open their pet-friendly shelter to WBRP residents in need.
WBRPASC has on-call staff that will respond after normal business hours to emergency calls. Please note, that situations involving non-threatening stray animals or normal nuisance complaints do not constitute an emergency and will be dealt with the following business day. If you have an emergency situation involving an animal, please dial 911 or call local law enforcement. They will, in turn, dispatch our on-call officer as needed.
WBRP Animal Shelter & Control officers are tasked with responding to and investigating nuisance complaints regarding dogs, cats, and livestock. If upon investigation a complaint is found to be valid, our officers can serve a warning notice to the owner to correct ordinance violations, impound the offending animal, levy fines and fees for the redemption of the impounded animal, and/or issue a criminal citation.
If you are dealing with a nuisance issue and you would like to have one of our officers investigate, you can call our office at 225-336-2428. Chapter 14 of WBRP Ordinances describes animal behavior deemed a nuisance as "Nuisance by any animal or any livestock means damaging, soiling, defiling or defacing property other than its owner's by any animal or livestock; excessive barking or noise making by any animal or livestock; molesting, threatening, attacking, biting a human being or interfering with persons on private or public property by any animal or livestock; chasing movables by any animal or livestock; animal or livestock depositing or leaving manure on property not owned or leased by the owner of the animal or livestock; animal or livestock attacking other domestic animals; and disturbing or turning over garbage containers by any animal or livestock; and any animal or livestock being kept, possessed and maintained in [a] manner that is grossly inadequate to sustain the health of the animal or livestock; or the animal or livestock is kept, possessed and maintained in such a manner that the odors emitted by the animal or livestock prevents the peaceable enjoyment of the adjoining land by its owner or tenant; or keeping, possessing or maintaining livestock in violation of the West Baton Rouge Parish Zoning ordinance; or keeping, possessing or maintaining a dog declared dangerous or vicious in violation of section 14-32."
WBRP Animal Shelter & Control, through its officers, is tasked with enforcing chapter 14 of the WBRP Code of Ordinances. These ordinances govern the keeping of dogs, cats, and livestock within WBR Parish. Here are just a few of the ordinance regulations that our department is tasked with enforcing:
- Parish leash law and rules against loose animals.
- Mandated rabies vaccination and tag requirements.
- Required Coggins testing and microchip implant for equines.
- Minimum standards of care and laws against animal cruelty/neglect.
- Planning and zoning laws in regard to the keeping of livestock.
- Beekeeping ordinances.
- Enforcement of quarantine procedures for animal bite cases.
- Impound, redemption, and adoption procedures.
- Enforcement of dangerous or vicious dog regulations.

WBRP Animal Shelter & Control is tasked with investigating complaints and suspected cases of animal cruelty, neglect, and abuse. For cases that rise to the level of criminal neglect, cruelty, and abuse, we are committed to working with our partners in law enforcement and the district attorney's office to see these cases prosecuted to the fullest extent of the law. As a shelter, WBRPASC, is committed to doing everything we can to find positive outcomes for the neglected, unclaimed, abused, and abandoned animals that often wind up in our care. We do this through community outreach, social media outreach, volunteerism, and networking with rescues and adopters across the country.
Our staff is instructed to care for the animals in our shelter as they would their own. Our staff is trained to provide various services for our shelter animals such as bathing, nail trimming, vaccinations, deworming, flea/tick/heartworm treatments, bottle feeding, and skin treatments. Through our partnership with local veterinarians and the LSU Shelter Medicine Program, we provide the animals in our shelter with medical care as well. WBRP Animal Shelter & Control conducts several community outreach events every year. Venues include community festivals and events such as Sugar Fest, WBR Library adoption events, Kite Fest, Krewe of Mutts Parade, WBRP Dog Day, and more! These events are a great way for us to educate the public on being a great animal owner, animal shelter and control services, and animals currently up for adoption.

WBRP Animal Shelter & Control partners with local area veterinarians to provide low-cost vaccine clinics for residents of WBR Parish. These clinics are a great way for the public to provide needed care for their animals and to comply with parish rabies inoculation ordinances, all at a greatly reduced cost. Our clinics are advertised in locally printed publications, on our website, and on our Facebook page. We typically have a clinic in the spring and fall of every year.
